This warning was hung on the outside wall of the building and was intended to warn people not to make contact with the prisoners. For various reasons, contact was of course forbidden at the time. 

We heard from several people that the prisoners often tried to make contact with people walking past.

At that time, so-called "swinging" was also common. Here, various objects such as drugs, cigarettes or lighters were tied to a kind of rope and then shuttled from cell to cell across the barred windows.

Ws stated in §115 OWiG:

$115 Intercourse with prisoners

(1) Any person who, without authorization

1. transmits objects or messages to a prisoner or has them transmitted to him or her, or

2. communicates with a prisoner who is inside a prison from outside by means of words or signs.

(2) A prisoner is a person who is in the custody of the authorities on the basis of a criminal court decision or as a provisionally arrested person.

(3) The administrative offense and the attempt to commit an administrative offense may be punished with a fine
